Aim and Subject of the Conference:
Since 2002, this Meeting has dealt with the explanation of phenomena, problems, subjects and parameters expressing the foundations, needs, possibilities, limitations, obstacles, stimuli, gains and losses on the way of Serbia and Montenegro to the European Union and from year 2007 of the all Western Balkan countries. The aim of this Meeting is to give contribution to the reliable understanding of the sense, purposes and implications of joining European Union and of timely and qualitative preparation for this cultural, sociopolitical, economic, technological and epochal project of the Western Balkan countries.
The first theme of the Meeting:
The first theme of this year meeting is the Institutional System in Serbia and Other Western Balkan countries, precisely said, (a) the current state of this system, (b) already appeared and other possible consequences of this state, and (c) possible strategies for its further development.
We take into consideration that the institutional system is the entirety of socially organized responses to the needs of the society forming structured mechanisms which permanently regulate social activities and behavior. We further take that institutional system is composed of regulative, normative and socio-cognitive elements which, together with associated activities and resources, insure the stability and life of the observed society. The choice of this theme is done on the basis of analyses and opinions that (a) a good institutional system is the central and irreplaceable condition for stability and development in any field of social, economic, political, cultural and other fields of life, and (b) its current state in West Balkan countries is alarming unsatisfactory, especially its cognitive elements, activities and resources.
The second theme of the Meeting:
The second theme has been introduced since the last year Meeting and it is: Development of the Economy and Society Based on Knowledge and National Culture. At this year Meeting, the following segment of this theme will be considered: The Effectiveness of the Research System – Current State, Consequences and Effectiveness Increase Policies of Research Institutions, Resources and Projects in Western Balkan countries – from the standpoint of strategic determination of the European Union to become, as soon as possible, the Community of most competitive knowledge-based economies. Selecting this theme, the Programming Board wants, on the one side, to stimulate the research of how to provide conditions and factors for a new development model in Western Balkan countries, and, on the other side, to open the question of contribution and responsibilities of the research and innovative community for the necessary and fast social, economic and cultural development of Western Balkan countries.
Way of the Work:
Continuing the former positive experience, the work of the Meeting is plenary with a view of realizing the full inter-disciplinary and intensive interaction between different research disciplines, attitudes, problem understanding and solving strategy. The total time of the organized work of the Meeting is distributed for reports, plenary discussions, artistic performances and social events.
Participants:
University and scientific institutions, enterprises, governmental agencies, cultural, political and non-governmental organizations, professional associations and organizations, media, as well as individuals outside any organization or institution are invited to take part in the work of this Meeting.
Papers:
Participants with papers are kindly asked to observe the following:
1. Subject of the paper should be in accordance with one of the basic themes of the Meeting.
2. Volume and work out of the paper should be done according to the instructions delivered by the organizer.
3. Papers will be reviewed.
4. Papers reported at this Meeting and that has not been reported at any other previous meeting, and with positive reviews will be published in the Proceedings of the Meeting.
Application forms:
Application forms and abstracts of the papers intended for the presentation on the Meeting should be mailed in paper or e- form no later than 31 July 2009. Complete papers for publishing in Proceedings of the Meeting should be prepared in accordance to instructions and should be sent after the Meeting.
Place and time of the Meeting:
The Meeting will be held in Palic, Eco Center. The Meeting programm will start by registering participants in August 31, 2009, in the evening. It will end September 3, 2009, at noon.

Registration fee is RSD 9,500 (€100). Registration fee in RSD should be paid on the account of the Faculty of Economic in Subotica: 840-1045666-13; VAT included.
